International Committee against Impunity in Venezuela
CICIVEN is a Venezuelan civil-society organization founded in 2020 by lawyers, diplomats and human rights defenders in Miami, Madrid and Venezuela. We work so that the crimes against humanity committed in Venezuela do not go unpunished.
What we do
We document crimes against humanity and submit information to the Office of the Prosecutor of the International Criminal Court (ICC). We speak out against persecution, arbitrary detention, torture and enforced disappearances. We help victims and their families make their voices heard before the Court and international bodies, and we organize forums on international criminal justice.
The Venezuela I situation
The ICC Prosecutor opened the investigation into the situation in Venezuela I on 3 November 2021. The Appeals Chamber confirmed its resumption on 1 March 2024. On 24 July 2026 Venezuela notified its withdrawal from the Rome Statute, which takes effect on 24 July 2027 and does not affect crimes committed before that date. CICIVEN considers the withdrawal null and void and calls on the Office of the Prosecutor to request arrest warrants against the chain of command.
